No, I never say "Client SHOULD have caching & recursive function".
If Client have the caching and recursive function, you can run the kind of these tests(test using caching and recursive function).

I don't think so.
If RA is set in 2nd response, that means TN sent recursive query for resolving answer.
In this test case, TN does not send recursive query.
So,TN must not set RA bit.
BTW, what does DNS_MESSAGE_FLAG_MASK mean?
I could not understand this meaning.
