I tried the latest tool (ct-mip6-ha-4.0.5) with "HAVE_IPSEC 0".
As for the packet, the encryption was not done from TN.
Did you set in the "config.txt".
Other config files (config_<any>.txt) are not effective. Those are sample.

A specified form is different.
(Or, it might be the same reason.)
