Hi, Yao.

IPv6 Ready Logo Program never require to use both.

vel can be use to perform interoperability test for IPv6 Ready Logo Program.
vel is just a helper application to perform interoperability test by semi-automatically.

v6prac doesn't have any relationship to IPv6 Ready Logo Program.
It includes packet analyzer, traffic generator, and so on.
We used v6prac when we performed the interoperability test almost 10 years ago.

From viewpoint of IPv6 Ready Logo Program,
please note that <http://www.ipv6ready.org/> has
the master information to obtain the logo,
and <http://www.tahi.org/> just release
conformance tester supporting logo specification.
