Talking about interoperability test, using vel isn't mandated.
You can use it if you want, and vice versa.
Test scenario itself is described in
<http://www.ipv6ready.org/pdf/IPv6Ready_PhaseII_Base_Interop_version_2_8_4.pdf>.
And filename syntax to submit is described in
<http://www.ipv6ready.org/pdf/IPv6Ready_P2_interop_1-8.pdf>.
Only these two documents are needed.
In <IPv6Ready_PhaseII_Base_Interop_version_2_8_4.pdf>,
you can see which tests must be performed for Phase-1 at page 8.
The title is "Tests performed on Host/Router".
You only need to perform the tests marked as "X" in Phase-I column.
