Thanks for your input.

The test specification using in IPv6 Ready Logo Program focuses only global DAD.
So the tester doesn't wait RS in the actual behavior.

But now, thanks of your report,
I recognized that the tester must have an enough time to complete link-local DAD.

I will fix it.
