I understood your point discussed here. But, if my investigation for the failed cases
is correct, current test still seems too strict.
Linux marks the destination(TR1) state as reachability-confirmed upon receipt of
the Redirect, then NCE for TR1 will be updated to REACHABLE by a internal timer a
little later. The NCE for TR1 is still alive when the cleanup procedure is completed.
In the end, the initialization procedure in the next test complains that no NS for
TR1 is observed.
