Yes, you are.

I believe that the test specification has the general versatility
and it doesn't depend on the particular OS.
So I think that any implementation can be tested by this test specification.

And the test specification "refers" RFCs
and it "covers" all MUST/SHOULD in RFCs.

And TAHI tester complies with the test specification,
so TAHI tester also covers RFCs referred by the test specification.
