I originally tried to install it elsewhere, but when I ran into the problems that you did with the various scripts trying to access files in /usr/local/v6eval anyway, I went ahead and let it install there.  I decided that it wasn't that important to install it elsewhere.  I do install the test scripts in my own directory thought ($HOME/public_html/<test name>)
