These tests were added at the last major version up.
RFC 5095 (Deprecation of Type 0 Routing Headers in IPv6) and
RFC 4291 (IP Version 6 Addressing Architecture) were
newly supported by this major version up.
The previous version can be used until Nov. 30th.
I guess that you will get PASS if you use them.

And talking about the differences
between the newest test specification and the newest test tool,
it should be the bug of the test specification.
Phase-1 test specification must have these test cases.
I will report this issue to IPv6 Ready Logo Committee.
