You have to install ike-mipv6.
Please visit the following.

[I] TAHI Platform
  This ike module is always necessary, even if you don't use IKE.
  
  Please visit TAHI Project and download latest version (3.0.10 or higher) of v6eval. 
  ike-mipv6 (version 1.0.4) (updated at 2006/6/19)
